The evolution of the USDA Forest Service is rooted in the General Provision Act of l89l in which Congress authorized the President to designate particular areas of the forested public domain to be set aside as "reserves" for future use. Henry E. Haefner was a forester in the Siskiyou National Forest and Oregon. He was born in 1884. He lived in Portland, Oregon in 1978 when he wrote his recollections. From the guide to the Henry E.
